Kèr Rùvíhboc (Rùvíh /boc/ [tide] [mystery]) is a subtropical Town located in the Luvjash County of the Picham Community.
The name Kèr Rùvíhboc is derived from the Tauric language, as Kèr Rùvíhboc was founded by Treshèj Cadwaladr, who was culturaly Tauric.
Climate
Kèr Rùvíhboc has a yearly average temperature of 28°C (82°F), with its average temperature during the summer being a hot 31°C (87°F) and its average temperature during the winter being a pleasant 25°C (77°F). Kèr Rùvíhboc receives an average of 190 cm/y (74 in/y) of precipitation, most of which comes in the form of rain during the fall. Kèr Rùvíhboc covers an area of nearly 4 km2 (1 mi2), and an average elevation of 2768 m (9081 ft) above sea level.
Overview
Kèr Rùvíhboc was founded durring the early 15th century in spring of the year 1415, by Treshèj Cadwaladr. The establishment of Kèr Rùvíhboc was somewhat plagued by a lack of willing colonists, leading to Treshèj Cadwaladr electing to pay people to resettle in Kèr Rùvíhboc.
Kèr Rùvíhboc was built using the conventions of Tauric durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Kèr Rùvíhboc is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Kèr Rùvíhboc is buildings have been located at convienant points along the rivers Kèr Rùvíhboc was built upon. Navigating the town is therefore a little chalanging as the distance between buildings verris greatly and the premissive split-log ties streets flow where they are able to be made rather than folowing the most convienant paths. The town resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. Unfortuantly, these robustly designed timber walls are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
Kèr Rùvíhboc has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Kèr Rùvíhboc’s streets. The town is very clearly a joyfull place as well as relaxing. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.
Civic Infrastructure
Kèr Rùvíhboc has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Rùvíhboc.
Kèr Rùvíhboc has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Rùvíhboc has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Rùvíhboc has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Rùvíhboc's public wards, blessings, and other arcane systems.
Kèr Rùvíhboc has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Rùvíhboc has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Kèr Rùvíhboc's mayor's house was built using a different architectural style from the rest of the town. The style used embraces individualism and experimentation. It emerged as a movement against traditional, classical styles and sought to make buildings dynamic and fun while breaking the rules. The style incorporated elements of previous architectural styles in exaggerated and whimsical ways. Traditional, conservative leanings were void in this era, with most scholars of architecture agreeing it was a time of “anything goes.”.
Due to the actions of local Kami, winter is long in Kèr Rùvíhboc.
The Nochlean near Kèr Rùvíhboc are known to be a mutant strain of the creature.
Kèr Rùvíhboc's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves bloodletting to channel Wild Magic energies of tier 1 via guttural bellowing.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. It may function only intermittently, now, or its effects may have curdled into something double-edged. The locals have no idea how to fix it, and indeed, it may not be possible to repair it with modern science or sorcery.
Due to a magical anomaly, Kèr Rùvíhboc is directly accessible from a nearby river, despite the lack of a physical connection between the town's pond and the river.

In time immemorial, reportedly some time during the early 2nd century the Kami ended a drought plaguing Kèr Rùvíhboc. One of Kèr Rùvíhboc's local festivals commemorates this miracle.
